When air is particularly moist and stable, you can get a low cloud layer or mountain fog that hugs the terrain.

Once the air is cool enough, the water vapor condenses into tiny droplets. That’s what creates the cloud.

Because the air is being forced upward by the mountain, the condensation can happen right at the mountain’s elevation, making the cloud appear to drape across the ridge-line.
